Digitalisation in Health Systems Consultant

Consultant: Digitalisation in Health Systems HSI is searching for short-term experts providing technical support in digitalisation in health systems. Assignments will be issued in response to country requests and may vary throughout the contract period. Period & Place of Performance • Period of Performance: TBD, to be defined upon execution of the overarching contract. • Geographies: Low- and middle-income countries (LMICs) • Language of Work: English by default; French, Russian, and Portuguese as required per assignment. Scope of Services • Technical Assistance: Provide advisory support, analysis, and implementation assistance aligned with country-specific requests. • Cross-Cutting Integration: • Digital health: eHealth/mHealth, health information systems, data governance, and digital tools for governance and service delivery. • Stakeholder Engagement: Maintain proactive communication with partner institutions and BACKUP Health. • Reporting: Produce assignment-specific reports and deliverables per TO. Scope and sequencing will vary depending on the nature and timing of requests from partner countries. 5) Deliverables (Per Task Order) Each TO will specify deliverables, which may include: • Assignment work plan and timeline • Technical deliverables (analyses, tools, datasets, training materials) • Mission reports and debriefs • Final technical report summarizing outcomes, recommendations, and lessons learned • Handover documents and presentations Minimum Qualifications & Benchmarks • Must have a degree in one of the following: Public health, Medicine, Health informatics, Environmental health, Social sciences, Political science or Economics • Must have English fluency; strong preference for fluency in French, Russian, or Portuguese • Three (3) experts must have 7+ years in digitalisation in health systems (eHealth, mHealth, HIS, data governance) or climate & health (climate resilience, environmental determinants, One Health). • Must have 5+ years of experience in LMICs related to digitalisation in health systems or climate & health. • Must have 7+ years of professional experience in Anglophone Africa, Francophone Western or Central Africa, Eastern Europe & Central Asia or Mozambique Location Remote Department Design Lab Employment Type Consultant Minimum Experience Manager/Supervisor
