The Expand ELEVATE (Engaging Local Experts in Validating and Analyzing TB-data to End TB) is a CDC (Centers for Diseases Control and Prevention) supported, and PATH implemented project under the guidance of the CTD (Central Tuberculosis Division). The project aims to build sustainable data analytics capacity among health program staff and promote data-driven decision-making within TB and public health programs to support TB elimination activities at local level. The project has been in implementation since July 2021 across eleven states of India (Andhra Pradesh, Bihar, Chhattisgarh, Himachal Pradesh, Karnataka, Maharashtra, Mizoram, Odisha, Rajasthan, Sikkim and West Bengal) and it set to expand to new geographies. Each intervention state is supported by a Data Analyst (DA) who provides technical assistance on NTEP (National Tuberculosis Elimination Program) priority initiatives. The DA assists the state to strengthen programmatic areas focused on ending TB and supports building programmatic data management capacity among health staff to enable them to perform key functions such as improving local data quality, using data to identify and address gaps in the tuberculosis care cascade and advocating for sustainable practices. About the position: PATH is hiring for a Consultant – Data Analyst. The Data Analyst, under the overall supervision of Deputy Director-TB, PATH, direct supervision of the Program Manager, PATH and under the guidance of the State Tuberculosis Officer, Andhra Pradesh will be responsible for facilitating project planning and its implementation on the ground. S/he will be responsible for coordinating with STC (State TB Cell), STDC (State TB Training and Demonstration Centre), DTCs (District TB Centers) and other stakeholders to develop a cadence of reviews for the project. S/he will be overseeing the data quality and analysis activities and the development of reports for the project. S/he will also support the Program Manager- in the development of resources for reviews and dissemination to various stakeholders. Specific roles of this position include: • Work closely with the PATH Data Analyst at CTD, NTEP state teams, and other stakeholders and build rapport with state, district and sub-district teams, medical colleges etc for effective planning and implementation of the project interventions. • Provide technical assistance to state and district teams in data analysis, generating insights, identifying gaps in the TB care cascade, and supporting the preparation of district-level action plans to address these gaps. • Support capacity building by assessing training needs and planning and implementing data analytics and data quality improvement initiatives for health staff and advocate for its sustainability by promoting data use and institutionalizing best practices. • Promote the concept of data champions by empowering the state/ district health staff as experts with data analytics and cultivating the leadership skills for cascading of the skills to the district/ sub-district teams. • Provide in-person and virtual mentoring and support supervision to the district health staff to strengthen data use and assist in preparation of the programmatic action plan. • Provide occasional support to other Data Analyst in conducting capacity building intervention for cross-engagements. • Participate in the state and district level review meetings under NTEP and contribute technical inputs. Conduct baseline, intermediate and end-line evaluations in intervention and non-intervention areas to assess the effectiveness of the project interventions. • Undertake travel (about 30-40% time) to districts and other states as needed for follow-up support and cross-validation of quality assurance of the interventions using standardized tools. • Submit regular updates and progress reports, and document achievements, best practices, and learnings for internal and external sharing. • Assist the national team in developing the national level reports and dissemination of the project updates. • Perform any other project-related tasks assigned by the supervisor. Qualifications and competencies required: • PhD OR postgraduate degree in Public Health/Health Administration/ Statistics or equivalent from a recognized university in India. • Minimum 8 years of experience of working in public health program of which at least 4 years or more should for the TB elimination program at district level or above, preference will be given to those having experience of working at state. • Minimum 4 years of experience with strong acumen of research, M&E techniques, project management techniques and various tools used in data analytics (quantitative & qualitative)/data visualization /creation of dashboards (Advanced Excel, SPSS, Power BI, Tableau etc.) • Knowledge of data visualization using Geo-mapping tools is an added advantage. • Fluency in English, Telugu and Hindi is required. • Ability to converse clearly, mentor, and work closely with other DAs and state and district NTEP staff, in demanding timelines. The position requires extensive travel within the state with a scope of expansion to nearby state. Periodical travel to out of state as per the need.
