Investor & Issuer Services (IIS) Risk is part of Services Risk, which also encompasses Trade Risk, Payments Risk, and Liquidity Management Services (LMS) Risk. Services Risk is a group within Banking & International Risk (BIR), reporting to the BIR CRO. The group is organized primarily along product lines, with cluster representation in support of the overall product focused approach. Its staff is a mix of credit and product risk specialists. Teams are located in the US, UK, Ireland, Singapore, Hong Kong, and India.

Investor & Issuer Services Risk coverage spans the following Services products:

  • Investor Services: Custody, Funds Services, and Securities Finance
  • Issuer Services: Agency & Trust, Depositary Receipts

The successful candidate for this particular role will provide independent 2nd line of defense (2LoD) risk oversight of the Investor & Issuer Services (IIS) businesses and contribute to enhancing Services Risk’s engagement in Digital and Artificial Intelligence (AI) related initiatives.

What you’ll do:

  • Reports to the Global IIS Risk Head, providing primary support to the IIS Risk leads in the EMEA & APAC Clusters.
  • Provide independent risk oversight of Investor & Issuer Services activities via participation in key governance forums (e.g., Deal Reviews, Fiduciary meetings, Risk & Control forums) and ongoing partnership with business colleagues on new product initiatives and ad hoc risk matters.
  • Provide robust support and challenge to the IIS businesses on credit facilities and credit consumption, and portfolio monitoring and reporting required for the products offered.
  • Partner with, and constructively challenge, business management on the different risk stripes (e.g. credit, operational, fiduciary, reputational) impacting Investor & Issuer Services.
  • Support oversight of IIS Digital Asset initiatives, partnering with 1st line of defense (1LoD) and 2LoD stakeholders to ensure adherence with Citi’s risk appetite.
  • Constructively partner Investor & Issuer Services on their development of Artificial Intelligence (AI) solutions, championing the utilization of AI productivity tools while ensuring alignment with Citi’s AI governance framework.
  • Collaborate with other 2LoD functions (Independent Compliance Risk Management (ICRM) and Operational Risk Management (ORM]), Legal, and In-Business Risk colleagues to establish product boundaries and ensure a robust risk and control environment.
  • Support regulatory remediation initiatives, internal audits, and regulatory examinations.
  • Support IIS Risk’s Global Product Leads, and members of the wider Services Risk team, on global initiatives and ad hoc risk matters.

What we will need from you:

  • Solid banking or financial services experience, with a strong background in risk management, audit, or control functions.
  • Excellent knowledge of Banking, Markets and/or Services products, in particular Custody, Funds Services, Securities Finance, Agency & Trust (Corporate Trust), and Depositary Receipts
  • Willingness and capability to work towards achieving Citi Credit Officer designation within an agreed timeframe is desirable.
  • Direct experience of enterprise risk management frameworks, policies, and risk appetite concepts is an advantage
  • Strong foundational knowledge of emerging technologies, including Distributed Ledger Technology (DLT)/Blockchain and Digital Asset solutions (e.g. Digital Asset Custody) preferred
  • Familiarity with risk management frameworks governing AI and Digital Asset initiatives
  • Fiduciary Risk experience is a strong plus
  • Proven track record of senior business engagement, with the ability to influence, collaborate, and challenge first-line colleagues as a "trusted partner."
  • Experience interacting with regulators and internal auditors is a plus.
  • Strong analytical and problem-solving skills, with a demonstrated ability to identify, escalate, and resolve complex risk issues in a timely manner.
  • Self-starter with the ability to work independently in a fast-paced, global matrix environment.
  • Fluency in English with excellent written and oral communication skills.
  • Bachelor's/University degree, Master's degree preferred.
