A matriculation certificate is enough to apply for a large share of India’s central and state government vacancies. The belief that a degree is mandatory keeps many candidates out of recruitment they already qualify for — the railways, the postal service, the Staff Selection Commission and most state police forces all run entry-level intakes where Class 10 is the ceiling, not the floor.
This guide covers which departments hire at that level, what each pays, the age limits that decide eligibility, and the narrow set of roles that select without a written exam.
Which departments recruit at this level?
| Organisation | Example posts | Where to apply |
|---|---|---|
| Indian Railways (RRB) | Group D — Track Maintainer, Helper, Pointsman | rrbapply.gov.in |
| India Post | Gramin Dak Sevak (GDS), BPM, ABPM | indiapostgdsonline.gov.in |
| Staff Selection Commission | MTS, GD Constable | ssc.gov.in |
| BSF (paramilitary) | Tradesman — cook, barber, washerman | rectt.bsf.gov.in |
| India Post | MTS, Mail Guard, office support | indiapost.gov.in |
| CAPFs via SSC GD | Constable — BSF, CISF, Assam Rifles | ssc.gov.in |
| State police | Constable, Home Guard | state police board portals |
| Railways (technical) | Apprentice, Technician (Class 10 + ITI) | RRB regional portals |
Always apply through the official portal in the right-hand column. Recruitment for these posts is free or costs a small statutory fee; any site charging for an application form or promising a guaranteed selection is a scam.
What do these roles pay, and who can apply?
| Department | Post | Age limit | Approx. monthly pay |
|---|---|---|---|
| Indian Railways | Group D | 18–33 | ₹18,000–₹22,000 |
| SSC | MTS | 18–25 / 27 | ₹18,000–₹25,000 |
| India Post | Gramin Dak Sevak | 18–40 | ₹10,000–₹29,380 |
| State Police | Constable | 18–25 | ₹21,700–₹69,100 |
| Indian Army | Soldier (GD) | 17.5–21 | ₹21,700–₹25,000 |
| BSF / CRPF / CISF | GD Constable | 18–23 | ₹21,700–₹69,100 |
| Public sector bank | Peon / sub-staff | 18–26 | ₹14,500–₹28,000 |
Two things about these figures. The upper end of a police or CAPF band reflects years of service and allowances, not a starting salary — a new constable earns near the bottom of it. And age limits carry statutory relaxations, commonly three years for OBC and five for SC/ST candidates, which the notification for each intake states exactly.
Are there roles that select without a written exam?
A few, and they are the exception rather than the rule. Gramin Dak Sevak selection is made on Class 10 marks, so the merit list is decided by your existing marksheet. Anganwadi worker posts and some contractual state roles work the same way. Everything else on this page — railways, SSC, police, CAPFs — runs a written stage, and usually a physical test as well.
That makes GDS unusually competitive despite having no exam: the cut-off is driven purely by board percentages, which is why applicants with strong Class 10 results should treat it as a genuine opportunity rather than a fallback.
How do you improve your chances?
Apply to several intakes rather than one. These recruitments run on independent calendars, and a candidate who applies to railways, SSC MTS and their state police in the same year is not competing against themselves — the exams rarely clash and the eligibility overlaps almost completely.
Beyond that, an ITI certificate opens the technician and apprentice grades in the railways, which pay more than the general Group D posts and draw a smaller applicant pool.
Frequently asked questions
Can I get a government job with only a 10th pass certificate?
Yes. The railways, India Post, SSC, the paramilitary forces and most state police forces all run recruitment where matriculation is the stated requirement. A degree is needed for officer grades, not for the entry-level posts listed above.
Which of these pays the most?
Police and CAPF constable roles have the highest ceiling once allowances and service increments are counted. Starting pay across most of these departments is broadly similar, in the ₹18,000–₹22,000 range.
Are there roles suited to women candidates?
Yes — postal, healthcare support, Anganwadi and state police forces all recruit women, and several run women-only vacancies within a larger intake. The notification states the reservation for each.
Where should I look for current vacancies?
Only the official portals in the table above, plus the department’s own notification page. Dates move, and an intake that closed last year often reopens on a different schedule, so check the source rather than a secondhand list.
Is a part-time government job available at this level?
Almost never. Government recruitment at this level is full-time and permanent or contractual with fixed hours. Offers of part-time government work found through messaging apps are, with very few exceptions, fraudulent.
