The Opportunity:
- Support Navy and DoD program execution through integrated program planning, scheduling, resource management, and data-driven analysis.
- Serve as a key liaison between government stakeholders, vendors, technical teams, program managers, and business financial managers.
- Develop and maintain program schedules, resource plans, technology trackers, and management reporting to provide leadership with clear visibility into program execution.
- Support technology asset management, software licensing, procurement tracking, budgeting, forecasting, and lifecycle planning.
- Leverage Jira, Power BI, and related tools to improve program visibility, automate reporting, and support informed decision-making.
Responsibilities:
- Develop and maintain integrated program schedules using Jira and Agile methodologies, including tracking milestones, dependencies, risks, action items, deliveries, and resource requirements.
- Support portfolio planning, release planning, resource management, and program execution activities across Integrated Product Teams (IPTs).
- Manage and track software licenses, hardware assets, maintenance agreements, warranties, technology refresh cycles, and renewal schedules.
- Coordinate technology requirements, procurement activities, vendor quotes, licensing options, product information, and delivery schedules with government, technical, and vendor stakeholders.
- Develop and maintain asset inventories, lifecycle schedules, renewal trackers, resource management tools, and program status reports.
- Support budgeting, forecasting, spend planning, and resource planning for software, hardware, licensing, and technology sustainment requirements.
- Configure and maintain Jira boards, workflows, dashboards, and reporting structures.
- Develop executive dashboards and data visualizations using Power BI and related tools to support program, schedule, resource, budget, and vendor performance.
- Facilitate IPT meetings, status reviews, and executive briefings while coordinating action items, risks, dependencies, and follow-up activities.
- Identify opportunities to improve resource utilization, reduce costs, automate reporting, improve data quality, and enhance overall program execution.
Qualifications:
Required:
- Bachelor’s degree in Business, Information Systems, Engineering, Acquisition Management, or related field.
- 8+ years of experience supporting Navy or DoD/DoW programs.
- Demonstrated experience with software and hardware procurement, licensing management, renewals, and procurement tracking.
- Experience supporting procurement actions within Navy or DoD/DoW environments.
- Experience using Jira for scheduling, portfolio management, or Agile delivery.
- Experience developing dashboards using Power BI or similar data visualization tools.
- Strong understanding of Navy acquisition processes, federal procurement lifecycle, contract vehicles, and funding processes.
- Strong communication, analytical, organizational, and stakeholder management skills.
- Active PMP certification.
Desired:
- Active Secret Clearance.
- Experience supporting NIWC Atlantic, PEOs, SYSCOMs, or Fleet programs.
- Familiarity with FAR/DFARS, Navy acquisition regulations, procurement package development, and contract modifications.
- Experience with software license management and technology asset lifecycle management.
- SAFe Agile or Atlassian Jira certification.
