To take responsibility as the Public Sector Head for the development and execution of the business strategy for Public Sector clients across Asia. This role is focused on achieving client acquisition and revenue targets by driving strategic dialogue with key government entities, originating and executing business opportunities, and positioning Citi as the premier financial partner across the region's diverse and rapidly evolving sovereign, development finance, and institutional landscape.

  • Develop and strengthen trusted relationships with senior officials at the Ministerial, Central Bank Governor, and Sovereign Wealth Fund leadership level across Asia's diverse sovereign landscape — from advanced economies such as Singapore, Japan, South Korea, and Australia to high-growth emerging markets including India, Indonesia, Vietnam, and the Philippines.
  • Originate and monetize business opportunities across Citi's entire product portfolio, including fixed income, equity, derivatives, structured products, FX, treasury and trade solutions, and sustainable finance instruments tailored to Asia's unique market dynamics.
  • Drive thought leadership and content relevant to the strategic objectives of Asian public sector clients, focusing on areas such as economic diversification, infrastructure development, digital transformation, and regional integration.
  • Lead Public Sector initiatives that progress the franchise's objectives, performance, and market leadership across Asia.
  • Lead and mentor junior staff to develop their banking skill set and public sector knowledge across the region's diverse markets.

Key Responsibilities

  • Achieve sustainable revenue growth across the portfolio of public sector accounts in Asia, with accountability for sub-regional P&L performance across Asia South and Japan, Asia North and Australia.
  • Implement strategic calling plans to ensure business development is pursued across the entire Asian client base, with a focus on key sovereign entities, central banks, SWFs, public pension funds, and state-related enterprises across the region's major financial centers.
  • Originate business opportunities by leveraging Citi's full product suite to support national development plans, strategic projects, and regional integration initiatives - including infrastructure financing, sovereign bond issuances, privatizations, and public-private partnerships.
  • Work with product partners to structure viable, scalable, and cost-effective client solutions that align with Asia's financing needs for major infrastructure, digital transformation, and energy transition projects.
  • Develop and execute local currency financing solutions for Asian sovereign and DFI clients, helping to de-risk hard currency debt exposure and support domestic capital market development.
  • Engage proactively with Asia's major sovereign wealth funds and public pension funds on asset monetization, co-investment, and advisory mandates — including infrastructure allocations, private credit, and cross-border investment strategies.
  • Work with Independent Risk to manage the portfolio and individual client risk, achieving targeted risk-adjusted returns across Asia's diverse sovereign credit spectrum, from investment-grade North Asian sovereigns to high-growth emerging markets.
  • Develop deep industry and segment specialization relevant to Asia's evolving economic landscape, including expertise in ASEAN economic integration, India's infrastructure buildout, China's capital markets evolution, and the region's digital and energy transition agendas.
  • Represent the Bank and the Public Sector franchise at public forums, including regional economic summits (APEC, ASEAN Finance Ministers' meetings, ADB Annual Meetings), investment conferences, and multilateral development bank convenings across Asia, serving as a subject matter expert.
  • Build and maintain a strong network across Asian Development Finance Institutions (ADB, AIIB, NDB), multilateral organizations, and key Asian sovereign entities to originate cross-border and multi-market opportunities.

Knowledge / Experience

  • Extensive client interaction at senior levels within government and public sector entities across Asian markets.
  • Full knowledge of the entire suite of Citi’s products and a strong corporate finance mindset, with demonstrated experience in sovereign advisory, debt capital markets, structure funding and sustainable finance.
  • Proven track record of deal origination, structuring, and execution in Asian emerging and developed markets, including sovereign bond issuances, infrastructure financing, SWF advisory, and cross-border M&A.
  • Consistent history of delivering on revenue and budget targets across a geographically diverse and complex multi-country client portfolio.
  • Strong credit skills and experience across Asia's varied sovereign credit spectrum — from AAA-rated sovereigns (Singapore, Australia) to investment-grade emerging markets (India, Indonesia, Philippines) and frontier credits.
  • Deep geographic and cultural awareness and understanding of operating across Asia's diverse political, regulatory, and business environments, including sensitivity to the distinct dynamics of North Asian, Southeast Asian, and South Asian markets.
  • Understanding of Asian Development Finance Institutions (ADB, AIIB, NDB), multilateral development banks, and their evolving role in mobilizing private capital for Asia's infrastructure and sustainability agenda.
  • Familiarity with Asia's sovereign wealth fund landscape, public pension fund ecosystem, and the growing role of these institutions as co-investors, strategic partners, and advisory clients.

Qualifications

  • Master's degree, MBA, or equivalent from a leading institution.
  • 15+ years of Corporate Banking and/or Development Finance experience, with meaningful exposure to multiple Asian markets.
  • Prior experience dealing with public sector institutions in Asian emerging and developed markets, with a strong preference for candidates with demonstrated coverage of sovereign, SWF, and DFI clients across the region.
  • Business SCO credentials (or similar from another global financial institution).
  • Solid network of contacts and access across Asia's key financial centers, including Singapore, Hong Kong, Tokyo, Seoul, Mumbai, Jakarta, and Sydney.
  • Fluency in English is required. Proficiency or professional proficiency in another regional language (i.e. Mandarin, Japanese, Korean, or Hindi) is a significant advantage given the breadth of the regional mandate.
  • The position will be based in Hong Kong or Singapore, with regular travel across the Asia Pacific region.
